This report summarises the main impacts of dams and some approaches to mitigating negative impacts on fisheries.

This short management series report presents findings from the Lee Trap Fishery Monitoring Programme in Southern Lao PDR between 2008 and 2013, the programme aiming to track the abundance and diversity of migratory white fish in the Lower Mekong River, and to provide valuable information on fisheries resources for fisheries management. The report concludes that fishery resources in southern Lao PDR is degraded in some extent and calls for more research and deeper analysis to prove the results.

MRC Annual Report 2016

The year 2016 was one of significant change for the Mekong River Commission. The new Basin Development Strategy, MRC Strategic Plan and National Indicative Plans came into being. The programme era came to an end and a new structure for the MRC Secretariat, based on core functions, emerged. The move to one permanent office location was also realized.
The Annual Work Plan 2016 – the first to operationalize the MRC Strategic Plan – was implemented in part, but not fully due to various factors. The first half of 2016 was spent completing the 12 cross-cutting and sectoral programmes. The second half of the year was spent on recruitment of new staff, orientation and beginning implementation of the new Strategic Plan. As was the case with previous first years of the new planning cycle, a funding shortage as well as reform pressures, affected the implementation of activities.
This Annual Report focuses on indicators identified in the MRC SP’s M&E system, and is divided into three major sections: outcome reporting, which showcases some, but not all, “evidence of change” in each of the Strategic Plan’s 7 Outcomes; progress reporting, which briefly describes the status of progress in completing each output indicator; and Financial Reporting for the year.

The Siem Reap Declaration reiterates the MRC member countries’ highest-level political commitment to the 1995 Mekong Agreement and the primary and unique role of the MRC in cooperating on sustainable development of water and related resources in the Mekong River Basin. It was adopted at the 3rd MRC Summit on 5 April 2018 in Cambodia’s Siem Reap by the MRC member countries, represented by Prime Minister of the Kingdom of Cambodia Samdech Akka Moha Sena Padei Techo Hun Sen; the Prime Minister of the Lao People's Democratic Republic H.E. Dr. Thongloun Sisoulith; the Prime Minister of the Kingdom of Thailand H.E. General Prayut Chan-o-cha; and the Prime Minister of the Socialist Republic of Viet Nam H.E. Mr. Nguyen Xuan Phuc.

Promotional Report on Identified Joint Projects in the Lower Mekong Basin 2016-2020

Approved in 2017, this promotional report was developed based on the National Indicative Plans 2016-2020 of the four Member Countries and the MRC IWRM-based Basin Development Strategy 2016-2020. It describes five prioritised joint projects identified by the Member Countries. The joint project involves two or more countries to work together on key basin-wide challenges that one country cannot address alone. This report is used to promote the joint projects for funding and implementation support among development partners with experience of such projects.

This document is the updated photo book of existing fish species that can be found in the Mekong River. It has been developed in close collaboration with the MRC Former Fisheries Programme and the corresponding national line agencies. All fishes are presented in the four national languages making it useful for every stakeholder. The book will act as a tool for local fishermen to generate standardised fish catch records across the MRC Member Countries and contribute to nationally and regionally harmonised datasets.

Mekong Sediment from the Mekong River Commission Study

This technical note presents the results of modelling changes in sediment loads in the Mekong basin by employing water resource modelling to support the impact assessment, which is part of the study. The results discussed here indicate that existing and proposed dams in the Mekong basin are expected cumulatively to have significant impacts on sediment loads entering the Mekong delta.

Water loss from LMB reservoirs Technical note 1

Water loss from reservoir development in the Lower Mekong Basin

This short technical note describes the effect of reservoir development in the Lower Mekong Basin on water loss derived from evaporation and seepage. Findings translate that the water loss in Cambodia and Lao PDR increases in proportion to the number of proposed reservoirs in 2020 and 2040. Additionally, seepage is a dominant factor of the water loss as evaporation could be compensated by rainfall. Finally, the water loss is considered insignificant when comparing to inflow to the reservoirs.
