👥The Joint Meeting of the Expert Groups on Basin Planning and on Data, Modelling and Forecasting was held on 23 April 2026 in Luang Prabang, to advance Phase 2 of Dam Operational Data Sharing.
Building on the success of Phase 1, which has enabled 13 dams (1 in Cambodia, 8 in Lao PDR, 1 in Thailand, and 3 in Viet Nam) to share daily operational data since 2025, the meeting reviewed outcomes of national consultations from all four Member Countries on Phase 2. Discussions showed broad support for improved data sharing, while highlighting differing views on dam expansion criteria, data parameters, cybersecurity, and readiness for API-based transmission.
The meeting agreed to seek guidance from the Joint Committee while continuing to refine the Phase 2 proposal, establish an interim emergency communication group, and address remaining Phase 1 gaps, including automation, quality control, and capacity building.
The Dam Operational Data Sharing initiative underpins the MRC’s Strategic Priority on climate resilience by promoting coordinated water infrastructure operations and strengthening disaster management across the basin.
