The Mekong River Commission was established as a multi-lateral cooperation mechanism between the four Lower Mekong Basin countries (MC) of Cambodia, Lao PDR, Thailand and Viet Nam with the mission of promotion and coordination of the sustainable management and development of water and related resources for the countries’ mutual benefit and the people’s well-being. Transboundary dialogue between the Mekong’s riparian countries helps reduce tension and increase cooperation across borders for better management of the shared water resources.

The Forum provided a platform for multi-stakeholders to follow up on comments made at the 1st regional Information sharing on the prior consultation process for the proposed Pak Lay hydropower project and to provide further comments and recommendations on preliminary technical review findings of the proposed project undertaken by the MRC Secretariat.

The Pak Lay hydropower project is proposed on the Mekong mainstream in Pak Lay district, Xayaburi province, in north-western Lao PDR. The run-of-river dam will operate continuously year-round and produce 770 megawatts of electricity, designed with 14 turbines or generators, each producing 55 MW. The construction is expected to start in 2022 and the commercial operation to begin when the construction finishes in 2029.

The Forum served as the 1st reginal information sharing on the prior consultation process for the proposed Pak Lay hydropower project. It provided information on the general understanding of the proposed project and obtained viewpoints and comments on the approach and methodology to be undertaken by the MRC in conducting a Technical Review of the proposed project.

The Forum disseminated the preliminary key results and findings of the Council study and deliverables and discussed the update of Preliminary Design Guidance (PDG2018) and the Sustainable Hydropower Development Strategy (SHDS2018).

The Forum discussed the 2nd draft of the Mekong Adaptation Strategy and Action Plan (MASAP) and consulted stakeholders the suitable regional action plan for climate change adaptation in the context of Lower Mekong River Basin.

The Forum served as the 2nd regional information sharing on the prior consultation process for the proposed Pak Beng hydropower project. It presented the preliminary technical review results of the Pak Beng hydropower project undertaken by the MRC Secretariat and seek viewpoints from stakeholders for consideration by the MRC Joint Committee.

The Forum discussed the progress and expected output of the MRC Council Study and served as the 1st regional information sharing on the prior consultation process for the proposed Pak Beng hydropower project.

The Pak Beng hydropower project is proposed on the Mekong mainstream in the northern territory of Lao PDR. The run-of-river project with capacity of 912 MW and the average annual generation of 4,775 GWh is expected to produce power for domestic supply and export.
