From 2022 to 2024, Dr. Anoulak Kittikhoun, a Laotian national, served as the CEO of the MRC Secretariat. He is the 3rd riparian CEO, the first from Laos and the youngest ever leader in the organization’s history.
In ten years at the MRC before becoming CEO, Dr Anoulak started out as an officer in 2012 and rose through the ranks to become Programme Coordinator / Team Leader of the Basin Development Plan (BDP) Programme – the lead programme at the MRC – and then Chief Strategy and Partnership Officer, heading the Office of CEO, and reporting directly to, advising and supporting three CEOs (Hans Guttman, Pham Tuan Phan, and An Pich Hatda) on all strategic and organizational activities and achievements.
Before the MRC, Dr Anoulak was an international staff (the first Laotian ever) of the United Nations (UN) Secretariat in New York, a researcher at the Ralph Bunch Institute for International Studies (RBIIS), an adjunct professor at Brooklyn College of New York, and an advisor at the Permanent Mission of Laos to the United Nations. A co-author of two well-regarded books: River Basin Organizations in Water Diplomacy, and Small Countries, Big Diplomacy, he is selected as “Lee Kuan Yew Senior Fellow in Public Service” at the LKY School of Public Policy, Singapore; “Future Leader” by the French Ministry of Foreign Affairs; and “Southeast Asia Young Leader” by the International Institute for Strategic Studies (IISS). Dr. Anoulak has a BA from the Australian National University and Masters and Doctorate from the Graduate Center of the City University of New York.
During his leadership as CEO at the MRC, Dr Anoulak and colleagues put in place new initiatives such as Core River Monitoring Network, State of the Mekong Address (SOMA), established the MRC Education and Visitor Center, revamped the MRCS HQ and MRC Regional Flood and Drought Management Center, and launched One Mekong App; brokered agreements on two long-standing issues (Design Guidance for Mainstream Dams and Guidelines for Transboundary Environment Impact Assessment), dam data sharing, Mekong Fund trial, elevated the MRC’s global standing and partnership through 4th MRC Summit and International Conference, established joint cooperation mechanisms with China and LMC (Joint Study, Joint Meeting between JC and JWG, Joint Lancang-Mekong Survey, and Joint MRC-LMC Expert Group), ASEAN-MRC Water Security Dialogue at ministerial level, and new partners such as Canada, GEF, Indonesia, Korea, Morocco, and USAID; as well as increased MRC performance and disbursement to 90 percent.
For his contributions, the MRC Joint Committee of four countries rewarded him as Outstanding CEO for 2022 and 2023 – the first time in the organization’s history. The Development Partners Group issued a joint statement at the 31st MRC Council Meeting in November 2024: “DPs express their sincere gratitude to Dr. Anoulak Kittikhoun, CEO of the MRC Secretariat, for his outstanding effort and cooperation during the past three years. Dr. Kittikhoun’s leadership has led the MRC to remarkable organizational and technical achievements.”
