The prior consultation process under Procedures for
Notification, Prior Consultation and Agreement (PNPCA) is a
requirement of the 1995 Mekong Agreement for countries to
jointly review any development project proposed for the
mainstream with an aim to reach a consensus on whether or
not it should proceed, and if so, under what conditions.

According to the Stakeholder Participation Plan and
Communication Plan for Basin Planning in the Lower Mekong
Basin (SPCP) of the MRC Basin Development Plan Programme
Phase 2 (BDP2), a Panel of Experts (POE) comprising
international and regional experts was formed to provide a
quality assessment of the main BDP2 outputs.

In order to understand the long-term implications of the
mainstream dam proposals and provide better understanding of
the cumulative risks, opportunities and sustainable
solutions to the MRC Member Countries, a Strategic
Environmental Assessment (SEA) was conducted over a 14-month
period. While the benefits of hydropower are potentially
considerable for Mekong countries, the construction of one
or more of the twelve hydropower schemes could have profound
implications for the sustainable development of the basin
and irreversibly affect the lives and livelihoods of
millions of people in all four Lower Mekong Basin (LMB)
Countries.

Held in Vientiane in July 2010, the 3rd stakeholder forum on
the Mekong River Basin Development Plan brought together
more than 260 regional stakeholders to discuss matters such
as the opportunities and risks posed by mainstream
hydropower dams and benefits for sustainable agricultural
development.
