The Mekong River Commission (MRC) has applied for financing from the World Bank toward the cost of the Mekong Integrated Water Resources Management (IWRM) Project. It intends to apply part of the proceeds of the Grant to eligible payments under the Contract for which this Request for Quotation is issued by The Mekong River Commission Secretariat (MRCS) as Implementing Agency.

The Mekong River Commission Secretariat (MRCS) is now inviting your company/printing house to submit the sealed Quotation (Unit Price) for the Printing Materials and Publications. Technical requirement of supplies to be provided are in the Section 4 attached.

The quotation shall be quoted for a fixed unit price in KIP excluded all taxes and remaining valid at least for 1 year after the deadline for submission of quotations;

The quotation shall be submitted to MRCS Procurement Unit not later than 7 April 2017, 3:30 PM a sealed envelope clearly marked “RFQ17-038 Printing Materials and Publications- DO NOT OPEN BEFORE SUBMISSION DEADLINE”. The Mekong River Commission Secretariat (MRCS) is looking for quotations to supplyMini Van for MRC Office of the Secretariat in Vientiane (OSV). Technical Specifications and Quantities of Goods to be supplied are in the Annex I attached.

1.      The quotation shall be quoted in USD for a fixed price excluded all taxes and remaining valid at least for 60 days after the deadline for submission of quotations.

2.      Documents to be supplied with the bid:

·         The Bid Submission Form: The format is provided in the Annex II for your use. A format is attached as example.

·         Copy of a valid certificate of the authorized dealer in the region (for the offered Vehicle branch)

·         Evidence proving that the company has branch/office in Laos for after sale services.

 3.10 Tenderers shall quote prices for 1 lot

4.      MRCS may annul the bidding process and reject all quotations at any time prior to contract award, without thereby incurring any liability to the bidders.

5.      MRCS will evaluate the quotations received in the Lot. Purchase Order will be awarded to the supplier whose quotation is the lowest substantially technical compliant offers.

6.      The evaluation criteria list is attached in the Annex III.

7.      The equipment shall be delivered at Vientiane, Lao PDR within 3 months after issuance of the Purchase Order. Failure to respect the delivery date gives MRCS the right to cancel the Purchase Order.

8.      Full payment will be done to the Supplier’s bank account upon the basis of an original invoice and after acceptance of receipt and commissioning reports by MRCS Offices.

9.      MRCS as International Organization is exempt from import taxes to its member countries – Cambodia, Laos, Thailand and Vietnam. Support to clearance documents will be provided if required.
