The Atlas has been published to increase understanding of social issues in the Lower Mekong River Basin (LMB). It covers six thematic sections including population, labour force, living standards, health, education, and finally supplementary and environmental maps.

The study highlights the critical nature of habitat and flood patterns to the propensity of fish species to migrate, spawn and find dry-season refuges, which could affect fish stocks that are crucial to the health, nutrition and livelihoods of some of the poorest people in the lower Mekong countries.
The report presents a common definition of public participation in the context of the MRC and defines who the stakeholders are in the context of the
empowerment model and the definitions for MRC.
