Key Responsibilities
  • Manage, coordinate and provide overall technical guidance to all Initial Study activities (including activities associated with the Council Study), paying due attention to the IFRM process as a framework to focus these activities;
  • Manage and coordinate the activities and inputs of all international and national consultants engaged to work on the Initial Studies;
  • Liaise with the nominated Focal Persons (FPs) from FMMP, CCAI and GIZ to guide, monitor and supervise the lead national consultants in the preparation, development and implementation of the various national task activities;
  • Amend and update the FMMP workplan for the Initial Studies, as necessary;
  • Assist the international and national consultants design and implement coordinated workplans for national tasks;
  • Supervise and coordinate the design and delivery of on-the-job capacity building programmes for staff from national Line Agencies;
  • Prepare key reports and milestone documents including monthly (short) and 3-monthly progress reports; an inception report (mid-March 2015), a mid-term report (May 2015), a draft final report (July 2015) and a completion report for the Council Study; an inception report (early April 2015), a mid-term report (August 2015), a draft final report (December 2015) and a completion report for the Initial Studies Project;
  • Prepare Briefing Notes and other documents in relation to the Initial Studies, as required or as directed by the FMMP Programme Coordinator;
  • Update the FMMP on any matters that arise in relation to the assignment that may delay or modify the outputs of the Initial Studies; and
  • Through FMMP management, promote the Initial Studies Project and the objectives and outcomes of the Project to all stakeholders in the MRC and the four riparian countries, and at international and regional scientific and technical meetings, as appropriate.
Qualifications/Requirements:
  • MSc. or PhD degree in Water Resources Engineering, Hydrology, or related field;
  • Long term, demonstrable experience in the field of flood risk management and flood mitigation and management of related projects;
  • Minimum of 10 years working experience for international organizations in the field of flood risk management and mitigation (soft and hard measures);
  • Substantial experience working with and working for Government agencies;
  • Experience in designing, implementing and evaluating a range of flood management and mitigation options and measures in one or more Mekong Countries is an advantage;
  • Possess experience and skills in dealing with trans-boundary flood issues is an advantage; and
  • Previously worked for the Mekong River Commission Secretariat on flood management and mitigation issues is an advantage.
