Key Responsibilities
  • Prepare scoping report covering the scope of the study, approach/methodology and detail work plan;
  • Participate in working sections with CCAI team and national consultants to clarify and plan for the study;
  • Review global climate finance (multilateral available funds) to provide a snapshot of each available fund (incl. funding policies, criteria for accessing fund, available fund, how the fund flows to RIEs, etc.), including ranking/selecting the most accessible fund(s);
  • Review RIEs in other regions for lesson learn and application;
  • Review MRCS operational structure, legal status for being accreditation to have a direct access to the selected global climate fund(s);
  • Review national reports and discuss with national consultants on what might be of interest to the country in the pro’s and con’s of having a regional accredited entity versus a national one;
  • Analyse the results and provide gaps, risks and limitations for establishing the fund;
  • Propose action plan to establish the MCCF/RIE;
  • Participate in the regional workshop(s) to present the results and get comments for report finalization;
  • Incorporate comments, finalize reports and submission.
Qualifications/Requirements:
  • Master degree or higher (PhD preferable) in environment economics, public finance, development study or other relevant fields;
  • At least 12 years experiences in working on climate finance, environmental financing or related financial management for bilateral and/or multilateral organizations;
  • Demonstrated technical competence in dealing with financial multilateral channels for climate change and/or IPCCC, REIs, bilateral and/or multilateral organizations, Ministry of Finance and Ministry of Natural Resources and Environment (climate change focal point) in developing countries (preferable in Mekong Region);
  • Fluency in written and spoken English.
