This State of the Basin Report 2018 assesses conditions within the Mekong basin and the impacts, both positive and negative, that developments and use of the water and related natural resources create. It is intended to provide a statement of past trends and current conditions within the basin and to track changes brought about by the cooperation envisaged under the 1995 Mekong Agreement. It also seeks to highlight significant issues as well as apparent development opportunities that the Member Countries may wish to take up.
The report covers five critical dimensions, including environmental, social and economic conditions, climate change and cooperation. In addition, and for the first time, the report includes a review of conditions within the upper Mekong basin.

This publication is the 13th in a sequence of Annual Mekong Flood Reports by the MRC. The report argues that from the hydrological viewpoint, the year 2017 was rather normal without exceptionally big floods or devastating drought periods.
The report elaborates on methods to assess conditions in the LMB, tools for forecasting flood and drought, and explains the regional flood and drought situation in the current year by means of one overarching and four country-related sections.

The 2017 report provides the consolidated results from the water quality monitoring activities of the Member Countries, focusing on the compliance of water quality data with available water quality guidelines as defined in the MRC Procedures for Water Quality and its technical guidelines. The first basin-wide probabilistic flood modelling has been completed using
available data at MRCS through the extension of hydrodynamic models, use of 2D
