Mr Tran Minh Khoi is Director of Technical Support Division of the Mekong River Commission (MRC) Secretariat.

Mr Tran oversees work of the Division on river monitoring, database and information system, decision support system and modelling tools, flood and drought forecasting, and joint studies/research and assessment. He also supervises the operation and planning, and implementation of the MRC’s Procedures related to data sharing, maintenance of flows, and water use monitoring. In addition, he oversights the operation of the MRC’s Regional Flood and Drought Management Center in Phnom Penh, Cambodia.

He has more than 20 years of experience in water resources management; river-basin planning; riverine and environmental monitoring; Integrated Water Resources Management (IWRM); transboundary water-resources management; and data and information management. In his eight years of the MRC Secretariat experience, he previously worked as Director of Environmental Management Division, then Administration Division and as a Water Quality Specialist.

Before the MRC Secretariat, Mr Tran was Head of Representative Office of Viet Nam National Committee in Ho Chi Minh City, Viet Nam. He also served as Director of Center for Water Quality and Environment at the Southern Institute of Water Resources Planning.

He holds a Master’s degree in Environmental Science and Management from Liege, Belgium, as well as two Bachelor’s degrees in Biology and English from Ha Noi National University, in Viet Nam.
